EXPERIENCE

1996 to Present and 1985 to 1993: J. Kennedy and Associates, Inc.: Manager (June 1988). Responsible for analysis of utility revenue requirements. Projects have included an earnings investigation of South Central Bell Louisiana, Atlanta Gas Light Company rate cases, and other consulting assignments in the areas of cost of service, rate design and prudence reviews.

Senior Consultant. Responsible for consulting assignments in the areas of cost of service, rate design, revenue requirements, economic analyses, and load forecasting. Projects have included reviews of current utility rate levels from regulatory ratemaking perspective and prudence reviews of load forecasting and generation planning.

1981 to 1985: Georgia Public Service Commission: Senior Public Utilities Engineer. Responsible for analysis of electric, gas, and telecommunication rate filings. Subjects include weather normalization, fuel cost projections, regulatory accounting, sales forecasting, fuel inventory levels, depreciation and rate design. Participated in the preparation of expert testimony, cross-examination of witnesses and settlement negotiations. Participated in analysis of electric utility generation expansion plan and staff audits.
